Config.exe uses wrong scenery.cfg path
Config.exe abends because it is using c:\ProgramData\Lockheed Martin\Prepar3D\Scenery.cfg instead of c:\ProgramData\Lockheed Martin\Prepar3D v4\Scenery.cfg
